Translation:-
Illegal off-shore Internet gambling sites are a criminal enterprise (that we don't get a cut of) and allowing them to operate unfettered (because we can't afford to police them as we don't get a cut) in the United States would present a clear danger to our youth (because they have the internet as a babysitter rather than television like we did in our day) who are subject to becoming addicted to gambling at an early age (but politicians who gamble, do drugs and hire prostitutes are okay because we're special and we're only addicted to power, which isn't illegal).

Uh, genius, hyperbole aside, this is one reason why Rep. Frank wants to REGULATE online gambling. You're basically saying, "Duh, uh, er...we shouldn't regulate it because it's not...um...regulated!"
