Pennsylvania Representatives Tarik Khan and Jamie Flick filed three gambling-related bills last week, coinciding with the launch of a bipartisan Problem Gambling Caucus in the state legislature. The measures face a firm deadline: Pennsylvania’s current legislative session closes on Nov. 30, and any bills that fail to advance will not carry over into 2027.
The legislation arrives as Pennsylvania remains one of seven states where both legal sports betting and online casino gambling are permitted, according to Legal Sports Report.
The bills follow a House study that Khan sponsored through a 2025 resolution, which passed the chamber in a 189-14 vote. That study was released in July 2026 and produced findings that lawmakers have since cited in support of tighter consumer protections.
Legal Sports Report noted that the study found 5.7% of online sports bettors in Pennsylvania accounted for 80% of all gambling spending in the state. Separately, the same report found that a single sportsbook’s VIP program generated more than 70% of its revenue from just 0.5% of its customers.
